ESIC Shares Latest Update on Land Acquisition for 150-Bed Hospital in Malerkotla, Punjab

Chandigarh, 13 December: Union Minister for Labour & Employment and Youth Affairs & Sports, Dr. Mansukh Mandaviya, chaired the 197th meeting of the Employees’ State Insurance (ESI) Corporation in New Delhi on 12th December. Union Minister of State for Labour & Employment and Micro, Small & Medium Enterprises, Smt. Shobha Karandlaje, was also present.

In its deliberations, the Corporation approved a number of significant proposals intended to expand ESIC’s operational coverage, upgrade infrastructure, and improve service delivery. These include the following:

•    The Annual Accounts of the Corporation for the year 2024-25 together with the report of the Comptroller and Auditor General (CAG) and Annual Report of ESI Corporation for the year 2024-25 along with its analysis were approved and adopted by the Corporation.
•    The ESI Corporation approved the Revised Estimate for the fiscal year 2025-26, the Budget Estimates for the fiscal year 2026-2027, as well as the Performance Budget for the year 2026-2027. These financial plans outline the corporation’s projected expenditure, allocation of funds, and performance targets for the upcoming periods. The approval signifies that the Corporation has reviewed and agreed upon the updated financial projections and budgetary allocations to ensure proper resource management and alignment with the corporation’s goals and operational needs for the mentioned years.
•    The ESI Corporation approved the acquisition of land for various upcoming facilities, including 0.50 acres for a DCBO at Hajipur, Vaishali (Bihar); 0.66 acres for a two-doctor ESI Dispensary at Dhemaji (Assam); 1 acre for a DCBO at Mahoba (Uttar Pradesh); 5 acres for a 100-bedded ESIC Hospital at Shillong (Meghalaya); approximately 15 acres for a 200-bedded ESIC Hospital at Waluj, Aurangabad (Maharashtra); and 0.495 acres for an ESI Dispensary and Branch Office at Morigaon (Assam).
•    The Corporation also approved the acquisition of land for several upcoming ESIC hospitals, including 5.75 acres for a 150-bedded hospital at Neemrana (Rajasthan); 3.16 acres for a 100-bedded hospital at Nagercoil, Kanyakumari (Tamil Nadu); 5.02 acres for a 100-bedded hospital at Hisar (Haryana); 7.24 acres for a 350-bedded hospital at Greater Noida (Uttar Pradesh); 6.35 acres for a 150-bedded hospital at Sonepat (Haryana); 5 acres for a 100-bedded hospital at Berhampur (Odisha); 5.50 acres for a 30-bedded (upgradable to 100 beds) hospital at Karnal (Haryana); 5 acres for a 100-bedded (upgradable to 150 beds) hospital at Balasore (Odisha); 5.375 acres for a 100-bedded hospital at Shamshabad, Ranga Reddy (Telangana); and 4 acres for a 100-bedded hospital at Lalru (Punjab).

The following reporting items were also placed before the ESI Corporation during the meeting:

1.    Policy for Empanelment: ESIC has issued a policy for the empanelment of Central/State Government institutions, Government undertakings, PSUs, and autonomous institutes (such as AIIMS, Tata Memorial Centre, ILBS, etc.) to provide cashless treatment to ESIC beneficiaries through a formal agreement.
2.    Land Acquisition Updates: An update was provided on the acquisition of 7.81 acres of land for the construction of a 150-bedded ESIC Hospital at Malerkotla, Punjab, and 5 acres of land for a 100-bedded ESIC Hospital at Halol, District Panchmahal, Gujarat.
3.    Implementation Status of ESI Scheme (2025–2026): As on 19.11.2025, a total of 713 districts have been notified under the ESI Scheme out of 779 districts across India.
4.    Updated ESIC Coverage Figures (as on 31.03.2025):
o    Number of Employees: 3.24 crore
o    Number of Insured Persons: 3.84 crore
o    Number of Insured Women: 83,11,341
o    Number of Beneficiaries: 14.91 crore
5.    Continuation of NIL User Charges: Due to inadequate IP numbers and continued dependence on non-IPs for meeting mandatory clinical material requirements as per NMC norms, the Corporation was requested to approve the continuation of NIL user charges at ESIC Medical Colleges in Alwar, Bihta, Ranchi, and Varanasi up to 31.03.2027.

The 197th meeting of the ESI Corporation was attended by Ms. Dola Sen, Member of Parliament (Rajya Sabha), Ms. Vandana Gurnani, Secretary (L&E) and Shri Ashok Kumar Singh, Director General, ESIC, Principal Secretaries/Secretaries of the state governments and representatives of employers and employees.
