U.P. cabinet approves proposal to issue letter of comfort to Haldiram
The Uttar Pradesh government has taken big steps to support industrial development. On June 3, 2025, the state cabinet, led by Chief Minister Yogi Adityanath, approved several important proposals during its meeting. One of the major decisions was to issue a Letter of Comfort to Haldiram Snacks Private Limited. This approval will help Haldiram set up a new “ready-to-eat” food plant in Gautam Buddh Nagar, located in western U.P.
This decision is part of the government’s effort to attract more industries to the state and create jobs. The proposal was earlier cleared by a High-Level Empowered Committee (HLEC) on February 25, 2025. The meeting of the HLEC was chaired by the chief secretary and held under the Uttar Pradesh Industrial Investment and Employment Promotion Policy of 2022.
Industry Minister Nand Gopal Gupta Nandi shared the news with the media. He said that giving the Letter of Comfort to Haldiram is an important step because it shows the state is serious about welcoming investments from big brands. The letter acts as a promise or assurance from the government to support the project, including in getting land, utilities, and other help required for the factory.
Haldiram is a well-known Indian brand, popular for its snacks and sweets. The new ready-to-eat plant is expected to boost food processing in the state and generate local employment. It will also help farmers, suppliers, and transporters in and around Gautam Buddh Nagar.
Incentives to companies
Apart from Haldiram, the U.P. government also approved financial incentives for six other companies to help them expand or set up new industries. These companies will receive government support in the form of reimbursements and subsidies. The companies getting these incentives include:

These companies belong to different sectors such as beverages, cement, paper, and other essential goods. The support will not only help these companies grow but also create thousands of jobs in different districts. The money will help with land purchase, setting up infrastructure, and expanding production.
However, the cabinet cancelled the Letter of Comfort issued earlier to ACC Limited, Sonbhadra. This was likely due to the company not meeting some required conditions or delays in project implementation.
Minister Nand Gopal Gupta Nandi said that all these approvals send a clear message to the opposition parties. He claimed that the government's actions prove that it is not just making announcements, but also ensuring that investment proposals are becoming real projects. He emphasized that many industrial units have already started their work or are close to it, thanks to the government’s pro-industry policies.
In another important move, the U.P. cabinet also approved benefits worth ₹59 crore for ST Telemedia Global Data Centres India Private Limited. This company will get these benefits under the Uttar Pradesh Data Centre Policy, 2021. This policy is designed to attract large data centre companies to set up operations in the state.
Data centres are facilities that store and manage large volumes of digital data. They are important for tech companies, banks, hospitals, and even for services like online shopping and social media. With the growth of the digital economy, data centres are becoming more and more important.
Under the Data Centre Policy, the government will provide reimbursement of power bills. Specifically, ST Telemedia will get the lowest power tariff applied to two gridlines used by the company. This benefit helps reduce operational costs and encourages companies to set up long-term data facilities in Uttar Pradesh.
Officials said that U.P. is fast becoming an important destination for data infrastructure. This is especially true in cities like Noida and Greater Noida, which already have good road, power, and internet connectivity. Data centres also need a lot of electricity, and the policy ensures they get uninterrupted and cheaper power. In return, these centres create jobs, support local businesses, and help the digital infrastructure grow.
