The Indian government has announced new appointments for key gubernatorial positions in three regions—Goa, Haryana, and Ladakh. These appointments were officially made by President Droupadi Murmu on Monday, July 14, 2025.
Former Civil Aviation Minister Pusapati Ashok Gajapathi Raju has been named the new Governor of Goa. Professor Ashim Kumar Ghosh has been appointed as the new Governor of Haryana. Meanwhile, Kavinder Gupta, who earlier served as the deputy chief minister of Jammu and Kashmir, will now take on the role of Lieutenant Governor of the Union Territory of Ladakh.
The announcement was made through a formal government order. According to the order, these appointments will become effective on the dates when the new Governors assume charge of their respective offices.
The President also accepted the resignation of Brigadier B D Mishra (Retired), who was serving as the Lieutenant Governor of Ladakh. His term has now officially come to an end, and Kavinder Gupta will take over his responsibilities.
Background of New Appointees
Ashok Gajapathi Raju is a senior politician and a well-known leader from Andhra Pradesh. He earlier served as the Civil Aviation Minister in the Union Cabinet. Known for his administrative experience and long political career, Raju brings a wealth of knowledge to his new role as the Governor of Goa.
Professor Ashim Kumar Ghosh, who has been selected as the Governor of Haryana, has a background in academics. He has served in various educational and administrative roles and is known for his discipline and scholarly work. His appointment signals a fresh approach to leadership in the state.
Kavinder Gupta’s appointment as the new Lieutenant Governor of Ladakh is also being seen as a significant move. Gupta is a senior leader from the Bharatiya Janata Party (BJP) and has served in multiple important roles in the Union Territory of Jammu and Kashmir, including as Speaker of the Legislative Assembly and Deputy Chief Minister. His political experience and familiarity with the issues of hill regions may help him in managing Ladakh’s affairs effectively.
The changes have come at a time when the central government is focusing on strengthening the administration and governance in the Union Territories and states. The selection of experienced leaders and administrators for these important positions is being seen as a step toward better coordination between the Centre and the states/UTs.

Smooth Transitions Expected
Government sources have indicated that all three new appointees are expected to take charge soon. Until they assume office, the day-to-day functioning will be handled by the respective secretariats.
The resignation of Brigadier B D Mishra (Retd) was accepted by the President on the same day as the new appointments. Mishra had earlier served as the Governor of Arunachal Pradesh as well before being moved to Ladakh. He is known for his disciplined service background and had worked closely with the central government on security and development issues in the UT.
These new appointments are also being viewed in the context of upcoming policy changes and governance reforms. The new Governors are expected to play a major role in assisting with these developments and ensuring smooth implementation of government schemes and programs in their regions.
Experts believe that the mix of political experience, academic insight, and administrative skill among the new appointees will help bring positive changes. As Governors, they are expected to act as a bridge between the state governments and the Centre, offering guidance and support to ensure effective governance.
People across the three regions are now waiting to see how the new Governors will carry out their responsibilities and support development work in their areas.
