
The Delhi government has decided to strictly enforce a rule that will directly impact vehicle owners across the city. Under the new order, no vehicle will be allowed to get fuel unless it has a valid Pollution Under Control (PUC) certificate. This applies to petrol, diesel, and CNG vehicles at all fuel stations in Delhi.
The decision has been taken as part of efforts to control rising air pollution in the national capital. Vehicle emissions are considered one of the major contributors to Delhi’s poor air quality, especially during winter months.
Chief Minister Rekha Gupta has directed all authorities to ensure strict implementation of the rule. She stated that the government is committed to improving air quality and providing a healthier environment for residents. According to her, strict enforcement of pollution norms is now necessary due to worsening environmental conditions.
As per the new instructions, all petrol pumps and CNG stations in Delhi must check whether a vehicle has a valid PUC certificate before providing fuel. If the certificate is not valid, fuel will be denied.
This rule applies to all types of vehicles, including two-wheelers, cars, commercial vehicles, and CNG-operated vehicles. Fuel stations have been told to follow the rule without exception. Authorities have also warned that action may be taken against fuel stations that fail to comply.
The PUC certificate is an official document that shows a vehicle’s emissions are within permitted limits. It is issued after testing the vehicle’s exhaust output. The certificate is mandatory under the Central Motor Vehicle Rules.
According to these rules, every vehicle must have a valid PUC certificate after one year from the date of registration. After that, it must be renewed regularly. However, many vehicle owners often ignore this requirement or delay renewal.
With the new enforcement in Delhi, this negligence may no longer be possible. Without a valid certificate, drivers may not be able to refuel their vehicles at all.

The decision is part of the Graded Response Action Plan (GRAP), which is a set of emergency measures implemented to control air pollution in Delhi-NCR. The Commission for Air Quality Management (CAQM) has issued guidelines that stress strict compliance with emission control rules, including PUC checks.
Under GRAP, different levels of action are taken depending on pollution levels in the city. These include restrictions on construction activity, vehicle use, and industrial emissions. The latest step focuses directly on vehicle pollution, which is a major source of harmful emissions in urban areas.
Officials believe that strict enforcement of the PUC rule will encourage vehicle owners to maintain their vehicles properly and reduce pollution levels over time.
The government has also highlighted that the move is not meant to inconvenience citizens but to ensure better air quality for everyone. Authorities say that cleaner air is a shared responsibility and requires cooperation from the public.
Vehicle owners in Delhi are now advised to check their PUC status immediately. If the certificate has expired, it should be renewed at the earliest to avoid inconvenience at fuel stations.
PUC tests are conducted at authorised centres and are usually quick and inexpensive. Once the vehicle passes the test, the certificate is issued electronically and is valid for a fixed period, after which it must be renewed.
Officials have also suggested that regular vehicle maintenance can help keep emission levels under control and reduce the chances of PUC failure.
With this rule now being enforced strictly, Delhi residents will need to be more careful about compliance. The government has made it clear that fuel will not be provided without a valid certificate, marking one of the strongest steps yet in the city’s fight against air pollution.
