
Two important bills were introduced during the winter session of the Himachal Pradesh Legislative Assembly on Monday. These bills aim to improve governance, administration, and service-related rules in the state. The fourth day of the session saw active participation from ministers and lawmakers as they discussed these new legislative proposals.
The first bill was brought by Rajesh Dharmani, who is the minister of town and country planning. He introduced the Real Estate (Regulation and Development) Himachal Pradesh Amendment Bill, 2025. This bill seeks to modify provisions under the central Real Estate (Regulation and Development) Act, 2016. The main goal of the amendment is to strengthen the working and administrative efficiency of the Himachal Pradesh Real Estate Regulatory Authority.
According to the bill, one major change is the proposal to replace the Chief Justice of the Himachal Pradesh High Court with the chief secretary of the state as the head of the selection committee that appoints members to the Real Estate Regulatory Authority. The bill explains that the authority mainly performs administrative and regulatory functions, and therefore requires expertise in administration, housing matters, law, and similar areas. The chief secretary or another senior secretary-level officer is considered better suited for these responsibilities.
The bill further states that this change will respect the separation of powers. It says that reducing judicial involvement in executive appointments will help avoid conflicts of interest. An executive-led committee is expected to speed up the appointment process and ensure timely decisions. This, according to the proposal, will improve the operational efficiency of the authority.
The amendment also highlights the need for quicker decision-making and a more efficient system to deal with the state’s real estate sector. With growing demand for transparency and accountability in real estate development, the government believes that updating the selection process and administrative structure is essential.
The second bill introduced in the assembly was the Himachal Pradesh Recruitment and Conditions of Service of Government Employees (Amendment) Bill, 2025. This bill was presented by chief minister Sukhvinder Singh Sukhu. It aims to amend certain provisions of the Himachal Pradesh Recruitment and Conditions of Service of Government Employees Act, 2024, which was passed last year to regulate recruitment and service conditions of state government employees.

The existing law requires that any rules made under the Act must be published first for public comments before they can be officially notified. However, the amendment explains that this requirement often causes delays. Departments taking time to publish and republish rules can slow down the process of framing or modifying service-related rules.
The amendment bill therefore proposes that the requirement of previous publication be removed. This means that rules framed under the Act can be notified directly without waiting for the earlier publication step. According to the bill, this change will help departments make rules more quickly and ensure that government functioning becomes more efficient. The proposal says that timely decisions are important for managing recruitment and service matters, especially when the state needs faster administrative action.
The amendment also says that removing this extra step will make rule-making simpler and reduce procedural delays. Many departments face pressure to complete recruitments within deadlines, and the government believes this change will support smoother functioning across departments. The aim is to ensure that service rules are updated promptly whenever needed.
Apart from the two bills, the assembly also continued its discussion on the recent disaster that affected various parts of the state. Legislators from both the ruling Indian National Congress and the opposition Bharatiya Janata Party participated in the debate. They spoke about the impact of the disaster, ongoing challenges for affected citizens, and the need for strong measures to support recovery.
During the discussion, BJP MLA Prakash Rana made a notable announcement. He said he would take a salary of only ₹1 until the state comes out of its financial difficulties. He shared that Himachal Pradesh is currently facing serious financial challenges and requires new initiatives to improve its economic condition. His gesture was seen as a symbolic move to draw attention to the state’s financial concerns.
MLAs from both sides stressed the need for more effective rebuilding plans. They highlighted issues such as damaged infrastructure, the need for better preparedness, and financial assistance for affected families. Lawmakers also urged the government to act quickly on rehabilitation and long-term planning.
The introduction of the two major bills marked an important day in the assembly’s winter session. Both proposals are aimed at improving administrative efficiency—one in the real estate sector and the other in government service rules. At the same time, the discussions on the state’s disaster situation reflected the continuing concerns of legislators and the need for stronger financial and administrative strategies.
Together, these developments show that the assembly is focusing on governance reforms as well as responding to the state’s ongoing challenges. The debates and proposals on Monday highlighted both immediate needs and long-term priorities for Himachal Pradesh.
