The Himachal Pradesh government has carried out a major bureaucratic reshuffle by transferring several senior officers across different departments. In this administrative exercise, 17 Indian Administrative Service (IAS) officers and 22 Himachal Pradesh Administrative Service (HPAS) officers have been given new responsibilities.

The reshuffle aims to improve the functioning of government departments and strengthen public administration across the state. Such transfers are a regular part of governance and are done to ensure that experienced officers are placed where their services are needed the most.

One of the most important appointments in this reshuffle is that of HPAS officer Sachin Kanwal. He has been named the new Commissioner of the Shimla Municipal Corporation. Before this posting, Kanwal was serving as Additional Secretary in the Chief Minister’s Office. His new role will involve overseeing the administration of Shimla city, improving civic services, and ensuring better management of municipal work.

The current Municipal Commissioner, Bhupender Kumar, has been transferred and appointed as the Managing Director of Himachal Pradesh General Industries Corporation Limited. In his new role, he will be responsible for managing the corporation’s operations and industrial development activities.

Among the IAS officers, Rawther Dawood Nazeem, a 1995-batch officer, has been appointed as the Additional Chief Secretary for the Home and Vigilance Department, along with the MPP & Power and NCES departments. Earlier, Chief Secretary Kamlesh Kumar Pant was holding the additional charge of the Home and Vigilance Department. With Nazeem taking over, the Chief Secretary has now been relieved of these extra responsibilities.

Another senior officer, Onkar Chand Sharma, who is already serving as Additional Chief Secretary for Tribal Development, has been given the additional charge of the Transport Department. This means he will now look after both departments at the same time.

Devesh Kumar, a 1998-batch IAS officer, will continue as Principal Secretary for Finance, Planning, Economics and Statistics, and the Public Works Department. Along with these important departments, he has now also been given the responsibility of the Animal Husbandry Department. This department plays a significant role in supporting farmers and promoting livestock development across the state.

Senior IAS officer M. Sudha Devi has also received new responsibilities. She has been posted as Principal Secretary for the Forest and Industries Departments. Along with these assignments, she will continue to handle the Personnel Department as an additional responsibility.

Ashish Singhmar, a 2008-batch IAS officer, has also been given extra work. While continuing with his current responsibilities, he will now additionally serve as Secretary of the Health and Family Welfare Department. The health department plays a key role in providing medical services, implementing healthcare schemes, and improving public health across Himachal Pradesh.

Several HPAS officers shifted

The government has also transferred 22 officers belonging to the Himachal Pradesh Administrative Service (HPAS). These officers work at various administrative levels and play an important role in implementing government policies.

Among these officers, Sachin Kanwal's appointment as Shimla Municipal Commissioner is considered one of the most significant changes.

Another important transfer involves Gian Sagar Negi, a 2011-batch HPAS officer. He was earlier serving as the Registrar of Himachal Pradesh University. He has now been appointed as the Additional District Magistrate (Protocol) in Shimla. In this role, he will handle protocol duties related to government events and official visits.

Jyoti Rana, a 2012-batch HPAS officer, has also received a new posting. She has been transferred from the post of Additional District Magistrate (Protocol), Shimla, and will now serve as the Registrar of Himachal Pradesh University. As Registrar, she will oversee important administrative work related to the university.

Another officer, Laiq Ram Verma, has been transferred from the post of Additional District Magistrate (Development) in Sirmaur district. He has now been appointed as the Managing Director of HIMFED, the Himachal Pradesh State Cooperative Marketing and Consumers' Federation Limited. HIMFED is responsible for supporting farmers by marketing agricultural and horticultural products while also supplying consumer goods across the state.

The reshuffle reflects the government's effort to place experienced officers in departments where their skills and experience can be used effectively. Administrative transfers like these are considered an important part of governance because they help improve coordination, bring fresh ideas into departments, and strengthen public service delivery.

Officials believe that these new appointments will help departments function more efficiently and improve coordination between different wings of the government. Officers taking charge of new departments are expected to review ongoing projects, address pending issues, and ensure that government schemes continue without interruption.

For cities like Shimla, the appointment of a new Municipal Commissioner is particularly important because the civic body is responsible for sanitation, roads, water supply, waste management, public health, and urban development. Residents will expect smooth civic services and better management under the new leadership.

Similarly, departments such as Home, Health, Transport, Forest, Animal Husbandry, Finance, and Industries play a major role in the state's development. The officers appointed to these departments will now be responsible for policy implementation, administration, and improving services for the people of Himachal Pradesh.

The state government has not announced any changes in policies along with these transfers. The reshuffle is purely administrative and is intended to ensure better governance by assigning officers to new roles where they can contribute effectively.

With experienced officers taking charge of important departments, the Himachal Pradesh government hopes to strengthen administration, improve public services, and ensure that development work across the state continues smoothly in the coming months.
